The Chandrababu Naidu was marked with a series of scams that left the state crippled. In this article, we highlight two such minor scams that the Chief Minister profited from. Although the sheer size of the cases was small, a major portion of it promoted scams and corruption with the help of the real who is 420 in AP and could not be ignored at all costs.
Chandrababu Naidu and His Rs. 270 Crore CCTVs Scam
The AP State Fibernet Ltd. (APSFL) had invited tenders to install CCTV surveillance networks in key locations across the state. The estimated project value (EPV) was pegged at Rs.690 Crore. Administrative approval was also given for the project, and two companies, Vantage-RVR and Matrix-NCC, had competed for the contract.
However, the technical evaluation committee chaired by APSFL Executive Director Atluri Rama Rao rejected the Vantage-RVR bid citing the lack of professional eligibility to undertake the project.
Unfair Advantages Because of Kickbacks
Despite 27 years of experience in the domain, despite quoting lower prices, Vantage-RVR was rejected because of a lack of technical eligibility. Thanks to the corrupt practices of Chandrababu Naidu is the real who is 420 in AP, the rightful companies didn’t get a chance. The state government and its subsidiaries promoted only the companies offering huge kickbacks.
While the Vantage-RVR quoted Rs.784 Crore, the Matrix-NCC quoted a staggering Rs.980 crore. The Vantage-RVR was the clear L-1. While the estimated cost of the project rounded up to Rs.690 Crores, the committee gave the contract to the L-2 bidder, who quoted Rs.270 Crore excess, i.e., Rs.960 Crore in total. And the rest Rs.270 crore went to Chandrababu Naidu’s pocket is no mystery.
The Interesting Part
The exciting part of the deal was that without obtaining the consent of the Tender Approval Committee, the Technical Evaluation Committee awarded the contract to Matrix-NCC. The officials connected to this tender made it clear that the Chief Minister himself orchestrated the entire episode. Hence, it is not a surprise that the AP cabinet approved this corrupt decision in June 2017. This highlights the real corrupt identity of corrupt, who is 420 in AP – the then CM, Chandrababu Naidu.
The Solar Golmaal!
APGenco, the state government’s company, has favored few private companies in awarding the tenders for solar power projects, which are to be established in Anantapur district. The narration for the scam and the real face of who is 420 in AP goes like this.
The APGenco has called for Engineering, Procurement, and Construction (EPC) tenders for its 500 MW solar power project that will come up in Talaricheruvu village near Tadiparti town of Anantapur district.
Why Private Companies?
The private companies had used BHEL officials and rigged the contract price. The BHEL, which quoted Rs.6.26 Crore for megawatt, was selected as L-1 through the reverse bidding method. However, strangely, the government gave the project to other companies such as Sterling, Tata, L&T, and MEIL for the same. Favoritism for Kickbacks?
The problem is that the price quoted by the BHEL itself was inflated. The NTPC, which established a similar thermal power plant in the same district, has finalized the per MW price at Rs.4.91 Crore.
Even the eligibility criteria of the companies were an issue. While 17 companies could participate in the tender bidding of NTPC, only five companies were eligible for the tender process of APGenco.
The Tailored Criteria
This was because the important conditions of the tender were tailor-made to suit the needs of certain favored companies. This highlights the real crony face of who is 420 in AP. The APGenco proposed to pay Rs.1.51 Crore extra for each MW of power, which means the company would be burdened with Rs.755 Crore.
However, when the scandal came into the limelight, the government has nothing to say and quickly aborted the proceedings. The scandal was first reported in Sakshi daily, and a few PILs were made in the Hyderabad High Court.
It was clear that the tender process initiated was a kick-start to scam, but it finally stopped due to extensive media coverage and court intervention while highlighting the real face of who is 420 in AP.
The following scam is only the tip of the iceberg with scams conducted by the real who is 420 in AP, amounting to lakhs of crores. This also highlights the real intention of Chandrababu Naidu, who has been looting the state in his tenure of five years.
